Community Development Block Grant (CDBG)
The primary objective of the CDBG Program, as set forth by Congress is "the development of viable urban communities, by providing decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income."
Federal regulations define persons who are low and moderate-income as households earning under 80% of the area median income, as determined by HUD, adjusted by household size.
Montgomery County administers CDBG funds on behalf of all Montgomery County communities, excluding the cities of Dayton and Kettering. The Community Development Advisory Committee is comprised of officials and volunteers representing participating jurisdictions and provide guidance to Montgomery County regarding CDBG funding and program guidelines decisions.
The types of organizations eligible to apply for CDBG funds include:
- Units of general purpose government for "balance of County" villages, municipalities, and townships
- Private, non-profit organizations, small business investment corporations, or community development corporations, with specific community development and/or housing programs
- Institutions of higher education
CDBG projects must meet one of three national objectives established for the Community Development Block Grant Program:
- National Objective #1: Activities Benefiting Low- and Moderate-Income Persons
- National Objective #2: Activities Which Aid in the Prevention or Elimination of Slums or Blight
- National Objective #3: Activities Designed to Meet Community Development Needs Having a Particular Urgency
